slub: Make cpu partial slab support configurable
CPU partial support can introduce level of indeterminism that is not
wanted in certain context (like a realtime kernel). Make it
configurable.
This patch is based on Christoph Lameter's "slub: Make cpu partial slab
support configurable V2".
