Respect *FLAGS environment variables.
This initializes QMAKE_CFLAGS, QMAKE_CXXFLAGS and QMAKE_LFLAGS with the
corresponding environment variables on all OSs. The variables will be
expanded when qmake is run[1].
This is a generalization of #171.
