<title>perf symbols: Fixup symbol sizes before picking best ones</title>

When we call symbol__fixup_duplicate() we use algorithms to pick the
"best" symbols for cases where there are various functions/aliases to an
address, and those check zero size symbols, which, before calling
symbol__fixup_end() are _all_ symbols in a just parsed kallsyms file.

So first fixup the end, then fixup the duplicates.

Found while trying to figure out why 'perf test vmlinux' failed, see the
output of 'perf test -v vmlinux' to see cases where the symbols picked
as best for vmlinux don't match the ones picked for kallsyms.

perf_event_paranoid was only documented in source code and a perf error
message.  Copy the documentation from the error message to
Documentation/sysctl/kernel.txt.

The original patch introducing this header wrote the number of CPUs available
and online in one order and then swapped those values when reading, fix it.

Before:

  # perf record usleep 1
  # perf report --header-only | grep 'nrcpus \(online\|avail\)'
  # nrcpus online : 4
  # nrcpus avail : 4
  # echo 0 &gt; /sys/devices/system/cpu/cpu2/online
  # perf record usleep 1
  # perf report --header-only | grep 'nrcpus \(online\|avail\)'
  # nrcpus online : 4
  # nrcpus avail : 3
  # echo 0 &gt; /sys/devices/system/cpu/cpu1/online
  # perf record usleep 1
  # perf report --header-only | grep 'nrcpus \(online\|avail\)'
  # nrcpus online : 4
  # nrcpus avail : 2

After the fix, bringing back the CPUs online:
